Does anyone have any information about the final Environmental Impact Report regarding the proposed "Emerald Views" development at 19th & Alice (Shilling Park)?

In the beginning, an inside source advised the EIR was going to be a swift 3-6 month process. The principal Schilling Gardens (the historic greenfield parcel at stake where the skyscraper is proposed) owner/speculator advised in a September 2006 SFC article that: "In the meantime, our project is moving through the EIR (Environmental Impact Report) process." Fast forward a year or so, the following summer, the talking points changed: "We haven't been in a rush to get it approved." ( http://www.sfgate.com/cgi-bin/article.cgi?f=/c/a/2007/07/31/BARIR9U4C2.DTL&feed=rss.bayarea ) I can't imagine what their sentiment de jour is if pressed by a reporter. Maybe we'll soon start to hear talk of a land swap. Who knows, but good question.
